Chapter One: Introduction
1.1 Background of the Study
Institutional reforms, particularly those aimed at enhancing local government autonomy, are critical in promoting effective governance and improving service delivery at the grassroots level. In Birnin Kebbi LGA, Kebbi State, the push for local council autonomy has been a central issue in the quest to decentralize power and improve local governance. By granting local governments greater control over their financial and administrative matters, reforms can help local councils become more responsive to the needs of their communities and better able to address local challenges (Usman & Bello, 2023). This study seeks to examine the effects of institutional reforms aimed at promoting local council autonomy in Birnin Kebbi LGA, focusing on the impact of these reforms on governance.
1.2 Statement of the Problem
While local government autonomy is recognized as a means to promote more effective governance, the implementation of such reforms has faced significant challenges in Birnin Kebbi LGA. Issues such as lack of political will, inadequate capacity, and resistance from state-level authorities have hindered the success of local government reforms. This study aims to evaluate the effects of institutional reforms on governance, focusing on the challenges and successes of local council autonomy in Birnin Kebbi LGA.
